Just perhaps Volvo take the safety view that sat with the brake lights on, means no one can mistake the fact you are stopped, might be something to do with if your involved in an accident as I believe the brake lights stay on as a warning, I get the fact that brake lights can be annoying if your sat stopped behind, but so can the new type headlights on approaching and sitting behind while stopped, its modern motoring, I cant understand how we managed to get about in the dark before all this new technology was thrust on us, by the way with our v40 if you move the steering wheel the engine will start while holding on the brake, could be a bug in the software though, or another Volvo take on logic which is not always easy to work out at times. dealers do misadvise at times over the packs but never over all the types of insurance they try to flog the unsuspecting, sat in the showroom once while waiting car service and had the opportunity to sit back and listen to a very loud salesman adding near £2000 to the cost of a car most of which was not really needed, so I suppose his commission was not based on selling packs, hope you and SWMBO enjoy the car has much as me and her indoors do.
