A member of another car forum I frequent posted these photos from San Diego of V40s with Arizona registration plates. Do you think this is simply warm weather testing or perhaps evidence that Volvo is seriously evaluating US sales?

Hopefully they already did the warm weather testing! My guess would be, that they are testing it for the american market - perhaps with some government officials who would have to approve the car before release?
